What they do is restart their PC every time they notice they're not getting mail which as you can imagine, can be annoying. Then once I reopen Outlook it begins receiving new mail for a short amount of time but forgets again after a while. I have to go into the Task Manager and end the process there. When we close outlook, outlook appears to hang.

I've rebuilt the Outlook profile, reinstalled Windows fresh, reinstalled Outlook / Office and Outlook still doesn't receive new mail like it should. They've never had Chrome installed so killing the Google updater service won't help. Trying to pull mail down from an IMAP server, running Outlook 2019. Even this thread is from 2012 with probably a much different cause. Usually it would be a mailserver problem in some respect. Its very hard to find up to date info and posts on this, as outlook not downloading is a very common issue all the way back to 2005. I made it delete stale jobs after 3 days (default is 90 days) which has helped a lot. In the meantime, i have done all sorts of GPO bits configurations to attempt to fix it. However i now have a new direction to look in and will do more research along those lines.

Your solution involves getting rid of chrome which we cannot do. I too found the commands to manage and report on the BITS service and learned lots about what was going on. I too came to the conclusion that my address book downloads (OAB) and outlook no longer receiving mail when waking up from sleep had to do with BITS. i too have been working on this problem for the last 6 months. It’s worth noting that re-installing Google Chrome will cause this problem to re-occurĬhristwest, VERY interesting.

The issue is a problem with the Chrome component updater causing the BITS service to go into an unresponsive state. We had this problem for 6 month until we found a fix! I hope this helps.
